Marcellus Shale: NYS Assembly passes bad moratorium bill while other Marcellus states compete for gas business and jobs

What is wrong with New York? Yesterday the New York State Assembly passed A 7400, a bill that would place an additional one year moratorium, until June 1, 2012, on the issuance of new permits for the drilling of hydraulic fractured natural gas wells in New York State. If it feels like déjà vu all over again, it is. A 7400 is the identical bill that was passed by both houses last summer and thankfully vetoed by Governor Paterson last December only after issuing an executive order extending the current ban on hydraulically fracked horizontal wells until July 1, 2011. It is uncertain what the Senate will do from here but we can only hope that with the new Senate make-up it will never reach the floor.
In his remarks accompanying the vote, Speaker Silver cites the flawed studies from Duke and Cornell as a basis for further delay. He argues for the need for more time and study. After nearly three years of study and delay, it is obvious that there will never be enough study to satisfy those opposed to drilling. They want a 100% guarantee that there will never be a risk associated with drilling.
